First and foremost I want to say, Google really needs to get on top of the services that they offer. This has been an unresolved problem for 1000’s of people for the last 4 months or so. I have emailed customer support about this problem 8 times and they could never give me an answer farther than “create a new account”.
But Lo and Behold I have come up with a solution to this problem. I have figured out how to upgrade your Adwords account to a MCC account. Here are the steps that need to be taken in order to upgrade:
Please Read the whole tutorial before applying changes just to make sure this is right for you.
1) Create a new Google account with a new email address. NOT AN ADWORDS ACCOUNT, JUST A BASIC ACCOUNT.
2) Log into your original account (the one that you already have Adwords on) then go to the my account tab, then click on account access and add the new account as an administrative user to your Adwords account. This will send an email to the new accounts email address asking to accept the invitation.
3) Log back into your new account and check your email. click the approve Adwords request link.
4) If you haven’t done so already, log into Adwords with your new account and go to the tab that says account access.
HERE COMES THE FUN PART
5) Delete your old (original account) as an Adwords user. Don’t worry none of your campaigns will be erased because the account will still stay open being as though your new account has administrative privileges.
6) You now have absolutely no Adwords account under your old account. So now you can feel free to create your MCC account. You will NOT get that pesky message from Google stating that “this account is already associated with another Adwords account”
7) After you create your MCC account you can now just add your new account to the MCC as a client and manage everything from the MCC account.
I know that this is not the most practical way of doing things but as of right now it’s the only way. I would have told you that after creating the MCC account just add the old account back as a user with the new account but Google’s new system is screwed up and wont let you do that. everytime you send the invitation it will keep telling you that it is expired. So if you feel comfortable with this tutorial then great, if not I believe its gonna be a long wait before they get all of the bugs out of their system.

I’ve tried this exactly as you suggest. The activation link that the new Google account receives sends you to a page where you are supposed to “Create a new Google Account.” So, I use my new Google account for this step as it gives you the option to use an existing Google account to login to Adwords. Then an error message pops up and says that I can’t use that Google account because it is not a valid AdWords login. What the hell? So I try this again with a new AdWords account that I already created, same thing happens, except this time I get an error page and then when the page refreshes it’s all in Spanish. I’ve cleared my cookies and cache every time I log in or out of a Google account and it still does it. Google is Effing RETARDED!!! They can’t get they’re crap working. Unbelievable seeing how AdWords makes up for 95% of their income.

Listen call my company when you get a chance the call in is 866-949-5152 and dial 0 for he operator. after that give the operator your name and ask to speak to Joseph Alvini. I will add you to my accept list with her in the morning. I will help you through getting the MCC account. don’t worry about money it’s on me. Just call it repayment for being real and not being a damn google robot. We need more people like you
Freakin right Seth! I am having the same exact issues as you! Google Adwords may make up 95% of their income but Google doesn't have to pay for technical support to help people or fix their stinking pile of a cash cow.
I've been "googling" for an answer to this problem, that's how i found this site.

Thanks for the help. I had to jump a couple of other hoops but I was able to get my MCC account with your help!!
My adwords campaign did get cancelled after I deleted the primary account, even though the secondary account had admin access, but was easy to reactive.
Google seriously has the worst customer service. This is also apparent in the mess that is going on right now with the Nexus One phone.

I’m having this same problem. I am so frustrated with Google right now. They will not reply to emails and rarely if ever answer on forums. I have been trying to follow these steps and I still keep getting the problems. Google if you are reading this, or even better your investors, DO SOMETHING TO FIX THIS! Your arrogance will be your downfall if you don’t.
